I have a hard time following these macro discussions. The only person that I understand more or less is Arnold Kling, so I might be getting a skewed perspective. The confusion you mention makes sense (what’s the opposite of “irrational exuberance”?). I’d be willing to bet that just like the median voter is rationally irrational about issues, the median market agent is also rationally irrational about macro quantities.
